How to Get Best Car

In order to become the all-time/fastest car, the "Flame Spear", do the following:

Finish the Story
After the Story, load upwards Costless Ride (Free Roam) from the Title Screen
Caput to Bertone's Autoservice in Downtown and enter the building through the forepart door
